California Proposition 58

Voting "yes" on Proposition 58 would repeal most of Proposition 227 from 1998. Proposition 277 established that students in the US must learn from teachers who speak only English, and that if a student is an English-learner, they must take English instruction for one year before taking English-only classes. If Proposition 58 is passes, schools will be able to include bilingual education, where teachers would speak both English, and the native language of the students.
For California, this would likely pertain to Spanish-speakers and some Asian languages. As we are on the eve of an election which has brought a lot of attention to Hispanic residents, this proposition ties in to the current discussion over acceptance of the many ethnic groups in the US. In particular, Mr. Trump has been noted as saying that "...I think that when you get right down to it, we're a nation that speaks English. I think that, while we're in this nation, we should be speaking English." As a result, Proposition 58 may become quite partisan. Donald Trump is the Republican candidate and by this statement vote against Proposition 58, while those who vote in favor of this proposition will more likely be Democrats, as many Hispanic and other ethnic groups affiliate with the Democratic Party.

Questions:
1) Trump has been noted as saying that "...I think that when you get right down to it, we're a nation that speaks English. I think that, while we're in this nation, we should be speaking English." Do you think Proposition 58 will become partisan? Donald Trump is the Republican candidate and by this statement vote against Proposition 58, while those who vote in favor of this proposition will more likely be Democrats, as many Hispanic and other ethnic groups affiliate with the Democratic Party.
2) Do you believe this proposition will be passed/not passed? Why? What does this mean?
3) If this proposition does pass, what will be the impacts? Will they be positive or negative (opinion + fact/evidence)?

  1. I think that this proposition will be passed because there is a large minority population in California that would like to learn in their native language. This might help them understand concepts and ideas better in their native language rather than a language that they are still learning.

  2. I think passing this proposition will have a positive impact on society and those trying to simultaneously learn English while being taught in English-only classes. I am bilingual and as such I think it is important to learn not only English but your native language as well. This would allow students already struggling to assimilate into America more effortlessly. I think that school is already hard enough for someone unfamiliar to our culture so they may learn better slowly learning English while also being taught in their Native language which is familiar to them. Also, hispanics tend to be low-income and if they can learn in Spanish and English I think they will do better in their classes. I also believe being bilingual and embracing your family's culture allows you to develop more compassion and be more understanding.

  3. I think that Prop 58 will pass because Proposition 58 removes barriers hurting students by discouraging schools from expanding multilingual education. Proposition 58 encourages school districts to provide instruction programs so native English speakers can become proficient in a second language. Too many California students are being left behind and not given the opportunity to learn English with the most effective teaching methods possible. This is because of an outdated nearly 20-year-old law, Proposition 227, which restricts the instructional methods school districts can use to teach English.

  4. I think this proposition is very beneficial. There are kids that don't speak any English and are hurt by the fact that they can't understand anything in an English-only class. I think cultivating the two languages (with guidelines) would be beneficial in fostering the apprehension of subjects that are otherwise not understood. Because there is a huge minority population in California and many parents cannot speak English, their kids cannot understand as much as they should. I think this should be passed as long as the kids are learning.

  5. 2) Do you believe this proposition will be passed/not passed? Why? What does this mean? I think it will be passed because the minority population in California is constantly growing, and students would like to be able to learn english in a more efficient way in their native language. It is more difficult for kids to learn if they do not know the language they are being taught in.

  6. I am in full support of teaching children in their native language, as it will allow them to learn more easily. As many students graduate high school, it is possible for them to still have a poor grasp on English, making it difficult for them to find high paying jobs and higher education. To teach them English from an early age will give them many more opportunities later in life, and will allow them to gain more out of their classes, as they will understand more.

  7. This prop is very helpful to many minority groups which are growing all around the world and especially in California. Because of this the prop will pass and be beneficial to minorities. If this the proposition doesn't pass it could have a very big impact on latinos and asians which make a large portion of California's population. This could hurt their education because they may not fully fluent in English yet.

  8. Proposition 58 would create a bilingual education system, Democrats are more likely to be in favor of the bill. Minorities and the Hispanic population would be in support of the bill. Because when a student. The bill did pass, which means that more democratic Californians were in favor of the bill. The impacts of this bill will be positive. If a child does not speak English very well and is in an environment where they would only be taught in English they are missing valuable information because of an avoidable language barrier. By having this proposition in place it allows bilingual, and English learners to receive a better education.

  9. I think Prop 58 will be helpful to many minority groups. Having a bilingual teacher will help students thats aren't as familiar with the English language to learn more easily because effective communication between the teacher and student is very important. Prop 58 should be passed as long as bilingual teachers are able to teach proper English.

  10. Do you believe this proposition will be passed/not passed? Why? What does this mean?
Proposition 58 would create a bilingual school institution. Having teachers that are fluent in both languages will help students better understand the material they are being taught and would be very effective to get a higher student success rate. I think prop 58 should be passed because it would help more students and better educate the minority groups

  11. I think that because of the diversity of California prop 58 has a very high chance of passing. People from all over the world migrate to this state in search of a better life. And well many of these immigrants speak english they may have some difficulty with it and therefore require extra help in schools. I have first hand experience because I work with hispanic students at an elementary school, and while they do know english they often can't understand their homework questions which is unfair to them as students.

  12. There is definitely a very large chance of this proposition passing because of how liberal and diverse California is. If teachers had the ability to speak to minorities in their native tongue, new students would be able to stay at the level they should be at and learn english at the same time. Instead student are actually falling behind because they have to spend their time trying to learn an entirely new language.

  13. I believe that Prop 58 will pass because it will be a strong benefit for immigrant families. Prop 58 would help foster bilingualism which is essential for newcomers who don't know English. Additionally if the kids maintain their native languages their learning will continue to improve. Bilinguals have significant advantages in terms of academics and learning.
